TotalEnergies operates the Venus field, and the national company NAMCOR holds 10%. In April 2026 Namibia's Petroleum Commissioner said she expected a final investment decision before the end of the fourth quarter of 2026, with first oil targeted for 2029–2030. TotalEnergies' chief executive has said the decision depends on keeping costs below $20 a barrel. Until the decision is taken, this remains a plan.
Hyphen's project near Lüderitz would, at full development, combine about 7 GW of renewable generation and 3 GW of electrolysers to produce two million tonnes of green ammonia a year, for an investment of around US$10 billion. On 22 September 2026 Hyphen said it was targeting a final investment decision on the first phase (one million tonnes a year) by the end of 2027, and that the African Development Bank had selected it for a US$5.93 million reimbursable grant towards that decision.

Foreigners who want to work or run a business in Namibia need the right permit under the Immigration Control Act, 1993. Each application is decided individually.

Section 27 of the Act lets the Immigration Selection Board grant a permit for employment, running a business or a profession, for a period and on conditions the Board sets in the permit.
Section 26 sets a separate procedure. The Act sets no minimum period of residence, and the Board decides each case. A permit can lapse after a long absence from the country (s. 26(5)).
